Occupational Safety, Health And Environment (OSHE) Unit



Basically, the Occupational Safety, Health and Environmental (OSHE) unit was officially operated on 02 February 2012 under the Department of Quality.

The meeting held by Human Resource Development panel on 07 June 2016 had approved the separation of the OSHE unit from the Department of Quality and Clinical Governance (changed name of the Department of Quality to the Department of Quality and Clinical Governance starting 1 November 2015)

This unit is divided into 3 divisions, namely Occupational Safety & Environmental Division, the Occupational Health Division and the Protection & Fire Safety Division. Under the occupational health section, there is also an Occupational Health Clinic located on Level G, Menara Utama.

This unit is divided into 3 divisions, which are Occupational Safety & Environment Division, the Occupational Health Division and the Protection & Fire Safety Division.

Below are the functions of OSHE Unit:

  • To enforce the compliance of the Occupational Safety and Health Act 1994 together with other Acts and Regulations related to safety and environment of workplace.
  • To inspect and monitor all facilities in workplace including the environment with regards to workplace hazards (Biological, Chemical, Physical, Ergonomic, Psychological etc)
  • To collect, analyze and manage incidents data (Occupational Hazard) and reports to UMMC Management and UMMC Occupational Safety and Health Committee
  • To conduct investigation and observation over complaints and reports relating to occupational safety and health
  • Occupational health screening and health monitoring in collaboration with Staff Health Clinic
  • Internal disaster management
  • Conduct fire safety testing and monitoring of fire prevention system, emergency systems and equipment, emergency signage, evacuation and assembly point.
  • Monitor and analyze risk assessment activities conducted by Departments/ Units through e-Risk System
  • Monitoring of noise exposure in the workplace
  • Monitoring of indoor air quality in the workplace
  • Collaborate with Government Departments (DOSH, DOE, BOMBA, MOH etc) in improving Occupational Safety and Health Management in UMMC
  • Conduct teaching, training and awareness campaign
  • Secretarial duties for committees related to OSHE(NSI, Tibi among Staff, JKKPB, OSHE Working Committee, Disaster, RCA related to OSH and etc)

  • Return to work. including return to work for staff who has had an exposure to COVID-19 case

  • Follow-up of health of the vulnerable groups.

  • Light Duty referral
  • Radiation surveillance

  • Fire Safety Talk with BOMBA
  • Security Protection Talk with PDRM
  • Disaster Simulation
  • Risk Assessment to staff exposed to COVID-19 cases
  • Training / Briefing on prevention and management of sharp tools
  •  Training / Briefing on TB prevention among UMMC staff
  • Orientation training / briefing to undergraduate medical officers and graduate medical officers on occupational diseases
  •  Ergonomic and handling training / briefing manual
  • Training / Briefing on the prevention of violence against staff
  • Walk Through Survey for hazard idenfication, and Job Modification of staff who presented to Occupational Health Clinic with Occupational Disease
