Department of Integrity

Unit Function

The Integrity Unit (UI) is responsible for performing six (6) core functions as follows:

• Governance
  • Ensure that organizational governance is implemented effectively
  • Perform administrative and financial affairs of the unit
  • Process training sponsorship, gift acceptance, guest speakers and applications for external sponsorship for official activities of UM Medical Center
• Strengthening Integrity
  • Ensure the cultivating, institutionalization and implementation of integrity in the organization
  • Strengthen the practice of noble values ​​through prevention and education
  • Provide information to organizations related to integrity for the purpose of providing awareness to members of the organization on integrity issues
• Detection and Verification:
  • Detect and confirm complaints of criminal misconduct and violations of the organization’s code of conduct and ethics and ensure appropriate follow -up action is taken
  • Report criminal misconduct to the responsible enforcement agency
  • Report medical negligence offenses involving staff other than the responsibilities of the Human Resources Department to employers and the Malaysian Medical Council
  • Submit the results of the investigation to the secretariat of the Disciplinary Committee
• Complaint Management
  • Receive and take action on all complaints/information on criminal misconduct as well as violations of organizational code of conduct and ethics
  • Ensure that follow -up actions on complaints and investigation recommendations are implemented by the relevant departments
  • Channel complaints of disciplinary misconduct and staff crimes to the MACC or any responsible enforcement agency
  • Coordinate and process complaints related to breaches of integrity to be investigated in accordance with the guidelines set by the MACC
• Compliance
  • Ensure compliance with applicable laws and regulations
  • Ensure the department''s code of ethics is adhered to
  • Conduct scheduled and unscheduled inspections of administrative practices, systems or procedures in order to be in accordance with established policies and regulations
• Discipline
  • Implement disciplinary procedures and surcharges for the consideration of the Disciplinary Committee

Integrity Unit Activities

• Management of Gift Acceptance, Training Sponsorship, Talk/Course Invitation and Official Ceremony Sponsorship
  Process training sponsorship, receipt of prizes, guest speakers and applications for external sponsorship for official activities of the University of Malaya Medical Center

• Disciplinary Management
  The Integrity Unit has been tasked with handling cases related to breaches of the code of conduct as contained in the Statutory Bodies (Discipline and Surcharge) Act 2000 (Act 605).

• Implementation of Ops Ketik
  This activity aims to monitor the attendance of UMMC staff by checking attendance through the Staff Portal. Activity reports will be discussed at the Anti-Corruption Committee (JAR), UMMC for improvement actions.

• Integrity Notice
  The objective of the integrity announcement is to increase the awareness of UMMC staff on the regulations in force. These announcements are made on a monthly basis sent via email and the frequency of announcements is four (4) times a year.

• Management of Anti-Corruption Committee (JAR) Meetings
  JAR meetings were held to discuss and decide on actions related to the six (6) core functions of the Integrity Unit. The frequency of meetings is three (3) times a year
