Department of Medical Development and Practice



The function of quality management in UMMC was initially established on the 2nd of February 2012 within the Quality System Management Unit (QSMU). Through the years, the unit’s identity and role underwent several evolutions including being known as the Department of Quality and Clinical Governance since the 1st of November 2015 and finally as the Department of Medical Development and Practice following the latest restructuring on the 10th of August 2021. The department currently reports directly to the Director of UMMC.

This latest organisational structure is meant to allow the department to carry out its function more wholistically by focusing not only on the quality of services but also on the development of clinical and support staff.
Department’s objectives:

  • To monitor and maintain the quality of hospital services including administrative processes, clinical governance and training
  • To support clinical risk management and quality improvement efforts carried out throughout the hospital
  • To safeguard patient safety by ensuring the best standards of practice among medical practitioners in accordance with rules and regulations

DIVISION OF MEDICAL DEVELOPMENT

  • Career development of UMMC appointed clinical staff in line with hospital requirements
  • Process applications for clinical attachment, shadowing programme, fellowship, and subspecialty training
  • Continuous Medical Education (CME) for House Officers
  • Clinical Orientation Programme for House Officers, Medical Officers and Clinical Masters trainees
  • Management of the Clinical Simulation Laboratory
  • Administrator for MyCPD and MMA CPD at UMMC level
  • Liaison for PRINT programme from Medical Research and Development Unit (MERDU), Faculty of Medicine
  • Administrator for Schoology online learning platform subscription
  • Administrator for Covid-19 Preparedness Certificate
  • Organise courses and workshops related to medical and professional development

 

DIVISION OF MEDICAL PRACTICE

  • Management of issues related to medical practice in UMMC which includes but not limited to gazettement, credentialing & privileging,Mortality and Morbidity, investigation of incidents/complaints and clinical ethics.
  • Conduct hospital-level Root Cause Analysis (RCA) for serious safety events and monitoring the implementation of quality improvement activities
  • Coordinate and monitor activities related to patient safety such as policy development, implementation of patient safety programs and data reporting for Malaysian Patient Safety Goals 2.0
  • Organise courses and workshops related to good medical practice, patient safety, medicolegal and clinical ethics in UMMC

 

DIVISION OF QUALITY MANAGEMENT

  • Coordinator for hospital certification and accreditation including:
    • Quality Management Systems (ISO 9001)
    • Information Security Management Systems (ISO/IEC 27001)
    • Laboratory Accreditation Scheme of Malaysia (SAMM/ISO 15189)
    • Malaysian Society for Quality in Health (MSQH)
  • Administrator for Quality Management System in UMMC which includes
    • Management of Quality Documents (Quality Manual, Quality Procedure, Work Instructions, Quality Forms)
    • Monitoring of Quality Objectives and Performance Indicators throughout the hospital
    • Carrying out Internal Audits and Management Review in accordance with ISO 9001
  • Implementation of quality improvement programs:
    • Initiatives adapted from the Agency for Health Research & Quality (AHRQ) such as Comprehensive Unit Based Safety Programme (CUSP), Re-enginered Discharge (RED) and Clinical Quality Indicators
    • Support and coordinate quality improvement projects at UMMC for local implementation and participation at various platforms
    • Monitoring and analysis of performances of quality objectives in UMMC
  • Organize courses and workshops related to accreditation standards, quality improvement and risk management
